John Mikulin is currently an Environmental Protection Specialist in the United States Environmental Protection Agency (U.S. EPA), Region 9 Clean Energy & Climate Change Office located in San Francisco, California. John’s current projects include: Diesel Emissions Reduction Act (DERA) implementation, West Coast Collaborative (WCC) public fleet stakeholder outreach and DERA grant project oversight, coordination of regional electric vehicle deployment, assistance with regional biogas deployment, and diesel emissions reduction technology cost- benefit assessment.

John joined U.S. EPA as a Graduate Fellow in June 2010 while enrolled in the Master of Public Policy (MPP) program at the University of California, Berkeley’s Goldman School of Public Policy (GSPP). Since then, John has supported U.S. EPA’s efforts to address clean energy and climate change policy issues in the Pacific Southwestern U.S.

From November 2002 – July 2009, John worked for the California Council for Environmental & Economic Balance (CCEEB) as Project Manager of the California Environmental Dialogue (CED), an environmental policy collaborative comprised of California businesses, environmental non-governmental organizations (NGOs), and government agencies. In his capacity as CED Project Manager, John was responsible for the management and administration of the CED including: facilitation and mediation, agenda and publication development, communications, budgeting, fundraising, membership recruitment, research, and logistics.

Prior to his work with the CED, John attended the University of California, Santa Barbara where he received a Bachelor of Arts in Political Science with an emphasis in Public Service. From January – June 2002, John served as a Legislative Intern in the Santa Barbara District Office of former State Senator Jack O'Connell.
