Rick has been in Fleet Management for 35 years, the last 15 of which have been with the County of Los Angeles. With the County, Rick championed and implemented the use of re-refined oil in 1998 and the use of ultralow sulfur diesel in late 2001. In the late 1990s he oversaw a fleet of 10 EVs and the installation of public recharging stations at more than 16 County sites. Rick worked closely with the South Coast AQMD and the California Air Resources Board during the development of their Public Fleet Rules and Regulations and began implementing diesel retrofits in 2002. Earlier this year, Rick pulled together more than 20 agencies and with the City's Department of Water and Power, submitted a $3.2 million application to the Energy Commission to install a network of more than 1,200 chargers throughout the region's six counties. Unfortunately, the application was scored just under the funding threshold.
Rick has also served as the Chair of the National Association of Fleet Managers' Fuels and Technology Committee.
